DCIU Land Development – Planning Committee Review

The DCIU has submitted revised land development plans for Township review. The Aston Township Planning Committee will hold a meeting on December 10th at 7:00 pm in the Commissioner’s Meeting Room in Municipal Building to review the plans. The revised plans are available for public review in the Township Building.

No meeting date has been set for the conditional use hearing.

September 23, 2014 – Aston Township Joseph Viscuso, PE, PLS of Pennoni Associates, Inc. has completed the following preliminary land development review as prepared by G.D. Houtman & Son, Inc. in connection with the referenced Aston Technical School – Delaware County Intermediate Unit (DCIU) project at 100 Crozerville Road.

This matter will not be considered before the Township planning commission until the applicant responds to the township engineer’s review comments and those comments are reviewed by the township engineer. Due to the fact that there remains unresolved issues to be addressed by the applicant, the October New Construction Committee meeting has been cancelled.

Conditional Use Hearing Scheduled for October 28, 2014

We have, been advised by the attorney for the Delaware County Intermediate Unit, Vincent B. Mancini & Associates,that the DCIU’s Engineer is in the process of amending revised plans submitted to the Township on February 4, 2014. These plans have not been reviewed because in February,2014, the DCIU requested that we pause all land development activities.

Mr. Mancini has confirmed that the Conditional Use Hearing will be held on October 28th at the Aston Township Community Center, 3270 Concord Road, Aston PA. beginning at 7:00 PM.

Aston-Seal-2014During the Board of Commissioners Meeting on May 21, 2014, President Stigale advised our residents that we still had not been formally presented with final plans for expansion of The Aston Campus of the Delaware County Technical School. As of today, July 16, 2014, we still have not been presented with final plans.

We have however, been advised by the attorney for the Delaware County Intermediate Unit, Vincent B. Mancini & Associates,that the DCIU’s Engineer is in the process of amending revised plans submitted to the Township on February 4, 2014. These plans have not been reviewed because in February,2014, the DCIU requested that we pause all land development activities.

Mr. Mancini has requested a Conditional Use Hearing be held either the week of September 15th or September 22nd. We have not yet selected a date for the Conditional Use Hearing. However, I can tell you the hearing will not be held the same night as the September 17, 2014, Board of Commissioners Meeting. We have also requested that the amended plans be submitted as soon as possible so the Township and County Planning Agencies and the Township Engineer will have an opportunity to review them well in advance of the Conditional Use Hearing. Upon completion of the Township Engineer’s plan review, the New Construction Committee will also meet to review the plans.

We will advertise all of the public meeting dates and meeting locations in the Delaware County Daily Times, on the Public Access Channels and on the Township Web Site. The adjacent residents will also be advised of the Conditional Use hearing in accordance with the requirements of the Pennsylvania Municipalities Planning Code.

Commissioner’s Statement Regarding DCIU

Aston-Seal-2014The residents of Aston Township, especially the adjacent neighbors, have expressed their views on the proposed expansion at the Delaware County Technical School. Your comments have come across loud and clear. We respect your views, comments and concerns and take them very seriously.

Our job as Commissioners is to serve the residents and make decisions that are beneficial to them and Aston Township. Most decisions are easy while some are difficult. We have to weigh the perceived benefit verses the estimated expense when making decisions on what is best for our community. Sometimes the best course of action is to hire a professional with a specialized background for consultation when making these decisions.

The situation involving the proposed expansion at the Delaware County Technical School site in Aston has gotten out of control before even being formally presented to the Board. The residents were given an opportunity by the Delaware County Intermediate Unit to hear about their plans. Many issues were raised about traffic, safety, size of buildings, geothermal energy and the overall impact on adjacent residents. The issues and concerns brought to the attention of the DCIU by our residents need to be answered clearly and accurately. However, the Aston Board of Commissioners still have not been formally presented with the final plans for the expansion of the Aston Campus.

In order for the Board to be better prepared to make an informed decision on the zoning and other issues raised by the expansion plans we have hired Donaghue & Labrum, LLP, experienced land use attorneys, to review all the details of the plan and advise the Board.

Based upon the findings of our attorneys and comments we receive from our residents, we will be better prepared to resolve the many issues presented by the proposed expansion. We understand the impact our decision will have on the residents, the Township, the children and the teachers employed by the IU alike. We are prepared to do what is best for our residents and Aston Township. This will include legal avenues available to the Township, namely, litigation in the Court of Common Pleas and the Commonwealth Court of Pennsylvania. We will educate ourselves, and will not hesitate to pursue the course of action necessary to ensure that all concerned parties are well served by our decision.

DCIU Update

(update 3/11/14) At the request of the Aston Township Board of Commissioners, the Delaware County Intermediate Unit (the “DCIU”) held a public meeting on February 4th during which time they received a significant amount of constructive feedback that caused the DCIU to request a continuance of the February 19th Conditional Use Hearing to afford the DCIU ample opportunity for review and consideration.

At this time, the DCIU has again requested continuance of the Conditional Use Hearing previously scheduled for Wednesday, March 19th and all related matters. This will allow the DCIU additional time to review and consider the information received from the residents before moving any further with the process.

At the request of the Aston Township Board of Commissioners, the Delaware County Intermediate Unit (the “DCIU”) held a public meeting on February 4th during which time they received a significant amount of constructive feedback that is currently being reviewed.

As a result, the DCIU has requested a continuance of the Conditional Use Hearing previously scheduled for Wednesday, February 19th and all related matters, including the New Construction (land development) meeting scheduled for Monday, February 10th.

This will allow the DCIU an opportunity to consider the information received from the residents before moving any further with the process.
