I know Russ 18 likes to be with us so much. We are going to 19 make that the last item. 20 COMMISSIONER PRENDERGAST: And I'm going 21 to read it real slow. 22 PRESIDENT STIGALE: I don't know why this 23 man doesn't get a Proclamation every year. He 24 deserves it. At this time I would like to call LORRAINE EVANS 3 1 on Commissioner Prendergast. 2 COMMISSIONER PRENDERGAST: Proclamation, 3 Aston Township, Pennsylvania, Delaware County. 4 Whereas, the Board of Commissioners, 5 Township of Aston, Delaware County, 6 Pennsylvania desires to recognize and honor 7 Aston Township Director of Public Works, Russ 8 Palmore, on the occasion of 30 years dedicated 9 service to Aston Township and the residents of 10 Aston Township; and 11 Whereas, Russ grew up in Brookhaven and 12 attended Sun Valley High School. Russ met 13 Barbara Long in 1974 and they started dating. 14 They graduated from Sun Valley in 1975 and they 15 were married in 1976. Russ and Barbara 16 ventured off to Catalina Island, California 17 where Russ was the assistant manager of their 18 only airport, Catalina's Airport in the Sky. 19 He was a traffic controller using a radio and a 20 pair of binoculars. Russ also had to help keep 21 the runway clear of wild boars. 22 Whereas, Russ and Barbara, along with 23 their three sons, Brian, Kenny and Beau, 24 returned to Pennsylvania and located in LORRAINE EVANS 4 1 Parkside. Russ found employment at Aston 2 Township in 1990 as a part-time employee and 3 went to full time in 1991. Russ worked for the 4 Sanitation Department for two years before 5 moving to the Highway Department. In 2002 Russ 6 and his family moved to Aston Township. 7 Whereas, Russ became Road Foreman for 8 Aston Township Public Works in 2000. Russ has 9 remarkable knowledge of the parks, roadways, 10 retention ponds, drainage but most of all the 11 Township residents. Russ knows many residents 12 by their name and would do anything he could to 13 help them out. Russ always knows what needs to 14 be done during any situation including rain, 15 snow, storms and high winds. Russ's ability 16 and knowledge helped him become Director of 17 Public Works in 2014. Aston Township is very 18 proud of Russ with all his knowledge and how 19 well he works with all the township residents. 20 Whereas, Russ enjoys spending time with 21 his family that has now grown to three sons and 22 their spouses along with his nine grandchildren 23 Gabrielle, Dominick, Jeremy, Cole, Haley and 24 triplet granddaughters, Morgan, Sienna, Ava and LORRAINE EVANS 5 1 most recently Isla Jane. Russ and Barbara, who 2 recently celebrated their 45th wedding 3 anniversary, can be found relaxing with their 4 family around their pool on many summer days. 5 Now, therefore, be it proclaimed that the 6 Aston Township Board of Commissioners, Township 7 employees and residents are proud to 8 congratulate Russ on his 30 years dedicated 9 service. 10 Russ, we would like to thank you for 11 everything. 12 (Applause) 13 COMMISSIONER PRENDERGAST: On behalf of 14 the Commissioners of Aston Township, we present 15 you with this gift. It's a watch, and I want 16 to thank you on behalf of everyone. 17 (Applause) 18 MR. PALMORE: I haven't said anything for 19 30 years, and I do now. I want to thank the 20 Commissioners, obviously, and our new 21 Commissioner. I will see you Thursday -- 22 Friday. Joe, thank you. 23 Start out with personnel upstairs, aka my 24 Peeps, I go upstairs everyday, they laugh at LORRAINE EVANS 6 1 me. My wife says they're only being nice 2 because I am not funny. I also want to thank 3 Carol for being there from day one for me. 4 She's always there, always there for the 5 residents. In my opinion she's the female of 6 Dick Lehr of this township. Thank you very 7 much. 8 I do want to thank Commissioner Lehr. 9 He's the one that hired me in 2000, put his arm 10 around me and said don't worry, I will take 11 care of you. I can call the man right now, 12 he'll still take care of me. You're the best, 13 Mr. Lehr. 14 I want to thank obviously the people that 15 work for me. They're great. We got a wacky 16 group down there and I wouldn't want it any way 17 else. We have a lot of fun. But I can count 18 on every single one of those guys. The trash 19 men same thing, I wouldn't trade any of them. 20 We have super fun down there, they care about 21 the residents, and that's what it's all about. 22 My three sons, one of them is actually 23 over Covid, he's fine, but I didn't want him 24 here. My son Ryan for giving me six kids, and LORRAINE EVANS 7 1 my wife has been mad at me because I only gave 2 her three boys, but now she's happy with my 3 sons because they gave her six girls, for 4 putting up with me for 45 years, you're the 5 best. 6 Trying to remember anything else. Don't 7 worry, I am not going to say anything bad about 8 you, Jim. 9 PRESIDENT STIGALE: It's your night, you 10 can take any shot you want. 11 MR. PALMORE: I think I remembered 12 everybody. I have to say this, I'm going to 13 try to hold it together, my friend Bruce Ryan. 14 He worked here and he retired five and a half 15 years ago, and his son Danny. Their son Danny 16 has been down with cancer for three years. I 17 have never seen a man so hard battled, and 18 Bruce got Covid about three weeks ago. He's 19 not doing very well. If you met him, you loved 20 him. All the woman wanted all the men to be 21 like Bruce. If you met him he was the funniest 22 guy, the nicest guy. So many times I call him 23 and yell at him in the daytime and call him at 24 night and apologize. He'd do anything for LORRAINE EVANS 8 1 anybody. Just have your prayers out for Bruce 2 and his son. 3 And last but not least, their daughter 4 Barbie, who is trying to get everything 5 together with her brother and her dad. Thank 6 you very much. Commissioner 12 Bowden. 13 COMMISSIONER BOWDEN: Township of Aston, 14 Delaware County, Pennsylvania Proclamation. 15 Whereas, good mental health is a key 16 component in a child's healthy development and 17 Children's Mental Health Week provides the 18 opportunity to focus on this important matter 19 while celebrating the accomplishments of 20 children and families affected by mental health 21 concerns; and 22 Whereas, according to the United States 23 Department of Health and Human Services, one in 24 five children is diagnosed with a mental health LORRAINE EVANS 9 1 condition; and 2 Whereas, research has shown early 3 identification and appropriate treatment of 4 mental health disorders among children and 5 adolescents provide them better opportunities 6 to lead full and productive lives; and 7 Whereas, children and youth with mental 8 health challenges and their families benefit 9 from access to timely services and supports 10 that are family-driven, youth-guided and 11 culturally appropriate; they also benefit from 12 the integration of behavioral health in primary 13 care, education and child welfare; and 14 Whereas, it is important that children 15 adolescents, along with their families and 16 communities learn about warning signs of mental 17 health disorders and where to obtain necessary 18 assistance and treatment; and 19 Whereas, obtaining a full and accurate 20 diagnosis of a child requires gathering 21 information from diverse sources, including the 22 family, school and others involved with the 23 child; and 24 Now, therefore, be it proclaimed that LORRAINE EVANS 10 1 Aston Township does hereby proclaim May 2nd, 2 through May 8 of 2021 Children's Mental Health 3 Awareness Week. 4 Duly proclaimed this 21st day of April, 5 2021, Aston Township Board of Commissioners, 6 James M. These are incidents that happened in 20 March, 2021. Incidents handled 530, accident 21 investigations 28, criminal investigations 32, 22 Clearance Rate Part One Crimes point 37 23 percent, Clearance Rate Part Two Crimes, point 24 two five percent. Citations issued 65. That's LORRAINE EVANS 11 1 it. Thank you. 2 PRESIDENT STIGALE: Thank you. I would 3 like to move onto Commissioner Prendergast. 4 COMMISSIONER PRENDERGAST: Thank you. 5 Road Foreman Activity Report for March, 2021. 6 Following report highlights the main activity 7 of the Public Works Department, which consists 8 of Director of Public Works Russ Palmore and 9 the Highway Department. 10 All metal was picked up throughout the 11 township. Metal was taken to International 12 Scrap in Chester, Pennsylvania. This is always 13 picked up the first full week of the month on 14 the resident's normal trash day. 15 All vehicles were maintained and serviced. 16 Ninety-five percent of maintenance and repairs 17 on vehicles are completed in-house by our 18 highway mechanics. 19 Tim Wiest reported all streetlight issues 20 to Lenni Electric for replacement or repair. 21 All street lights throughout the township have 22 been converted to LED. 23 All township parks had branches and trash 24 picked up by the Highway Department. LORRAINE EVANS 12 1 Vincent Serluco serviced all grass cutting 2 equipment for the upcoming season. 3 All small engine repairs are completed 4 in-house, saving our township money. 5 Bill Sarosy and Tim Wiest reviewed and 6 recorded all 811 call sheets. Approximately 7 200 call sheets were sent to our Director of 8 Public Works this month. These call sheets 9 show where people and businesses plan to dig in 10 our Community to prevent machines and people 11 from damaging our electric, gas and storm water 12 systems. Eash system is marked by that service 13 provider at least three days prior to date 14 allowed to dig. 15 The township is responsible for all storm 16 water systems. These systems are marked with 17 green paint. Each service has its own color 18 representing the location and type of service 19 underground. 20 There were 223 potholes filled using five 21 tons of cold patch asphalt. 22 The Dutton Mills Road project, which is a 23 broken storm water pipe located near Turner 24 Industrial Way, Ice Works, is a PennDOT LORRAINE EVANS 13 1 project. All State roads are repaired and 2 maintained by the State. A State road is 3 defined as a road that connects one township to 4 another. PennDOT is called monthly by Russ 5 Palmore, still waiting on a start date. The 6 State stated they are waiting on DEP permits. 7 A large sink hole on Turner Industrial Way 8 was repaired using 160 pounds of concrete and 9 40 pounds of asphalt cold patch. They also 10 fixed a sink hole on Morgan near Montgomery. 11 The Highway Department framed out a new 12 pad for a shed at the Community Center. This 13 new shed will be next to the existing shed 14 behind the Community Center and will be used 15 for storage. 16 They installed two new trash cans near the 17 playground equipment at Community Center. They 18 also installed five new ballards near the 19 parking area for safety. 20 Vinny replaced a dug-out bench at the 21 softball field. The bench was crushed when a 22 tree fell and destroyed fencing and benches at 23 the softball field. Chris Moyer and his crew, 24 aka the muppets, cleaned flower beds at our LORRAINE EVANS 14 1 Welcome to Aston sign locations. Bill Sarosy 2 replaced cracked or broken swings at our parks. 3 TJ Wiest and Mike Horvat installed nature signs 4 on Fisher Park trail. These signs were knocked 5 down when erosion destroyed the creek bank 6 during storms. 7 Fencing was replaced at Weir Park baseball 8 field by Suburban Fence Company. Joe Hart 9 should be happy. 10 Three trees were chipped by Highway 11 Department after strong winds blew them over on 12 the evening of the 29th. Branch pick-up 13 started the first full week of the month along 14 with metal pick-up. Work will begin at the 15 Community Center for the new sand volleyball 16 court. 17 Our Sanitation Department picked up 85.27 18 tons of recycling in the month of March. 19 Recycling complaints have decreased, 20 thankfully, and recycling weights have 21 increased. I don't mind answering the phone 22 now. 526.08 tons of residential waste was also 23 picked up this month by our Sanitation 24 Department. LORRAINE EVANS 15 1 Remember that the first full week is Metal 2 and Appliance Week and Branch pickup. Anything 3 that can burn can be put out on your curb for 4 trash at any time. I have 14 one report tonight, Building and Codes Report 15 dated April 12, 2021. 16 Following is a report for the Permits and 17 Licenses issued for the month of March, 2021. 18 We have a beginning balance of $526,238.00, 19 total income from building permits and general 20 contractors licenses in the amount of 21 $142,633.00. Total electrical permits and 22 licenses, $2,902.00, total plumbing and heating 23 licenses and permits, $3,158.00, income from 24 Board of Health licenses, $10,050.00, no income LORRAINE EVANS 16 1 from the Peddlers and Vendors permits or 2 Commercial Maintenance Inspection. Income from 3 Certificates of Occupancy, $2,550.00, and 4 income from rental licenses, $150.00. 5 Total revenue collected, $161,443.00, 6 makes a total for 2021 of $687,681.00, compared 7 to March of 2020 of $73,806.00. Commissioner Bowden. 11 COMMISSIONER BOWDEN: I have a bunch of 12 reports and I am going to start with the Aston 13 Township Fire Department. March 2021 fire 14 calls 76, year-to-date 168, EMS calls 134, 15 year-to-date 407, total calls 210, year-to-date 16 575, monthly drills one, year-to-date seven. 17 I just want to announce to the public 18 under Parks and Recreation that Camp Rainbow 19 will be operating this summer. We don't have 20 all the information at this point in time, but 21 more to follow within the next 30 days. 22 I also have, the Parks and Recreation 23 Committee ran an egg decorating contest and 24 tonight I would like to announce the winners of LORRAINE EVANS 17 1 the different divisions. 2 Winners of the Aston Parks and Recreation 3 egg decorating contest are as follows: In the 4 11-12 year old age group, first prize goes to 5 Addison Garrity, second prize goes to Josh 6 Dawson. In the 8-10 age group, first prize 7 goes to Riley Lynch, second prize goes to Mia 8 Rotae. In the five to seven year old age 9 group, first prize goes to Cameron Hayes, 10 second prize goes to Vivian Langdon. And in 11 the one to four age group, first prize goes to 12 Maggie Ormao, and the second prize goes to Lucy 13 Swanson. 14 Thank you to everybody who participated. 15 We got some really great eggs this year and had 16 a very tough time picking the winners. Thank 17 you also to the local businesses who sponsored 18 this event. 19 Our friends from Pretzel Boyz and Just Ice 20 Cream graciously donated the prizes. We really 21 appreciate their support. 22 And then lastly, from the Hometown Heroes 23 Banner Committee. The Aston Hometown Hero 24 Banner Committee has had a great response to LORRAINE EVANS 18 1 the announcement of the kick off of our Aston 2 Township Hometown Hero Banner Program. The 3 program will create a tribute to recognize and 4 honor Veterans who are serving or having served 5 our country in the United States Armed Forces. 6 To qualify, a Veteran, living or deceased, 7 must have had a connection to Aston Township. 8 They have lived here or currently live here at 9 some point in their life. The banner will be a 10 30 by 48, made of heavy vinyl, printed the same 11 on both sides. The banner will display the 12 service person's photograph, including their 13 full name, branch of military and service era, 14 World War I, World War II, Vietnam, et cetera. 15 The banners will be displayed on a date to be 16 determined and will be placed at the sole 17 discretion of the township. 18 I want to reiterate that it will be placed 19 at the sole discretion of the township. Each 20 banner requires the Hometown Hero Banner form 21 to be completed, photograph of the hero, 22 preferably in uniform and a payment of $100.00 23 for each banner. Total cash in the general fund as of 23 March 31st, 2021, $5,821,851.03. Other funds 24 include the bond fund checking account with a LORRAINE EVANS 20 1 balance of $6,648,435.50, Matching Grant 2 checking account with a balance of $422,605.04, 3 the Capital Checking Account with a balance of 4 $723,936.89, and the liquid fuels checking 5 account with a balance of $572,951.88. 6 Total cash balance for the Township as of 7 March 31st, 2021, $14,466,333.18. Commissioner Bowden. 15 COMMISSIONER BOWDEN: Township of Aston, 16 Delaware County, Pennsylvania Resolution Number 17 2021-26. 18 Resolution of Aston Township, Delaware 19 County, Pennsylvania to update the Pennsylvania 20 Sewage Facilities Act 537. 21 Whereas, Section 5 of the Act of January 22 24, 1966, P.L. 1535, No. 537 known as the 23 Pennsylvania Sewage Facilities Act, as amended, 24 and the Rules and Regulations of the Department LORRAINE EVANS 23 1 of Environmental Protection, Department, 2 adopted thereunder Chapter 71 of Title 25 of 3 the Pennsylvania Code, requires the 4 municipality to adopt an Official Sewage 5 Facilities Plan providing for sewage services 6 adequate to prevent contamination of water 7 and/or environmental health hazards with sewage 8 wastes, and to revise said Plan whenever it is 9 necessary to meet the sewage disposal needs of 10 the municipality, and 11 Whereas, Gannett Fleming, Inc. has 12 prepared an Act 537 Update for the entire 13 DELCORA service area. This plan is for the 14 sole purpose of addressing the PA DEP Act 537 15 requirements for the public-to-private 16 wastewater disposal system transfer of the 17 DELCORA system to Aqua Pennsylvania Wastewater, 18 Inc. 19 Whereas, the alternative of choice to be 20 implemented is Alternative 2, sale of the 21 DELCORA system to the Aqua Pennsylvania 22 Wastewater, Inc. 23 Whereas, Aston Township finds that the Act 24 537 plan update described above conforms to LORRAINE EVANS 24 1 applicable zoning and subdivision ordinances 2 and to other municipal ordinances and plans, 3 and to a comprehensive program of pollution 4 control and water quality management. 5 Now, therefore, be it resolved that the 6 Aston Township Board of Commissioners, of the 7 Municipality, Delaware County, hereby adopt and 8 submit to the Department of Environmental 9 Protection for its approval as an update of the 10 Official Plan of Aston Township, the above 11 referenced Act 537 Plan Update. The Aston 12 Township Board of Commissioners hereby assures 13 the Department of the complete and timely 14 implementation of the said plan as required by 15 law. VISCUSO: It's a little different with 7 Aston Township because we still have the 8 Municipal Authority in Aston, although there 9 are some DELCORA facilities here. From what I 10 have been told -- this is an update of the 537 11 plan, which is the official plan at the State 12 level. All sewer authorities, ours included, 13 township itself has a 537 plan filed with DEP. 14 Whenever that 537 plan is amended, we have 15 amended it from time to time, whenever it's 16 amended, you have to -- the municipality has to 17 approve it. 18 What I heard recently, this thing is being 19 held up at the PUC anyway maybe for another 20 year, year and a half, two years. I'm thrilled to see it become a 16 reality. 17 Our plans to place cameras at two of our 18 worst intersections, Five Points and Pennell 19 and Duttons Mill Road, we will be installing 20 license plate readers and overhead cameras at 21 these intersections. The license plate readers 22 do exactly that. They will scan a license 23 plate so that we know who traveled through the 24 intersection, when and what direction they were LORRAINE EVANS 27 1 heading. These license plate readers will be a 2 tremendous tool for our officers and detectives 3 as they try and prevent and solve crime. 4 The overhead cameras will take video 5 images of traffic moving through these 6 intersections to supplement the license plate 7 readers and will additionally help with 8 accident re-construction. 9 If these cameras prove successful, we plan 10 to roll them out to additional intersections in 11 the township next year. To be clear, these 12 cameras are not red-light cameras and not 13 speeding cameras. Last time I was here 3 we had a little discussion about the situation 4 down there because of the water line and 5 everything else you're probably familiar with. 6 My question is, I don't have much to say, 7 if we have any progress going on, anything 8 going on, any plans in the progress and any 9 timeline, and what the thing consists of, 10 things like that. 11 MR. VISCUSO: Mr. Markos, several things 12 have happened. We did take bids and award bids 13 for the work in Concord Square and be putting 14 another retention facility above your property 15 to hold back a good amount of that water. 16 That project has been awarded. We're 17 going to have a pre-construction meeting this 18 Monday coming up. And then secondly, you may 19 have noticed our surveyors have been out there 20 for several times in the last couple of weeks. 21 Monday of this week or Tuesday of this week our 22 office and Public Works were in the pipe to 23 try -- we know now for certain, I showed the 24 Commissioners some video, we ran video cameras LORRAINE EVANS 33 1 through the pipes also and we know the pipe 2 runs up and over a sanitary sewer main and 3 there's quite a bit of water in the pipes. 4 So what we are developing, I reported all 5 of this to the Commissioners at the workshop 6 last Wednesday. At the next workshop I plan to 7 present to the Commissioners a cost estimate to 8 replace the line with a different size pipe, 9 different configuration of pipe that won't have 10 to go up and over the sanitary sewer, and it 11 will be a new pipe that will go from the head 12 wall in the park on the other side to the end 13 wall in the park. That's our goal at this 14 point. 15 So the one project has been awarded, 16 starting in the next two weeks, and then the 17 second project is something the Commissioners 18 will have to give some consideration to over 19 the next month. 20 MR. MARKOS: I notice a couple of times 21 this past week or two, even with the small 22 rain, my property the way it is, like almost 23 sinking because of the situation, I guess, and 24 I have like a whirlpool in two sections, like a LORRAINE EVANS 34 1 hole or sink hole. Have to be done before 2 that, or waiting for the situation to be 3 resolved? 4 MR. VISCUSO: We can have Public Works 5 come over and take a look at the sink holes. 6 But again, I think the fact that there's so 7 much water trapped in that pipe that I am not 8 surprised that you have some other issues. The 9 township will take this to be a high project to 10 solve this issue. 11 MR. MARKOS: I appreciate it. Thank you. 12 COMMISSIONER PRENDERGAST: John, I want to 13 say one more thing. I 18 have a problem because even my patio in the 19 back, on one side of the cement closer to the 20 drainage in there, I lost about four inches 21 because of sinking, and I am very concerned 22 about it on that particular situation. 23 COMMISSIONER PRENDERGAST: I wanted to let 24 you know we made a priority out of this. PennDOT determined that the 13 Sponsor is an eligible applicant requesting a 14 grant for an eligible project. I 23 am going to go vote no again. It's involved in 24 the same project. For the same reasons as I LORRAINE EVANS 41 1 opposed the previous motion, I am going to 2 oppose this as well. 3 PRESIDENT STIGALE: I will add my comment 4 to the record. I have a business right there 5 at the intersection we are speaking of and it's 6 extremely dangerous getting in and out of the 7 Community Center, and my establishment. You 8 come out, nothing coming to the left, you look 9 right, next thing you know they're doing 60 10 miles per hour over that hill by the Legion 11 Ball and they're right on top. They don't slow 12 down even with school going on. There's got to 13 be a way for them to slow down coming through, 14 so that's why I am in favor of this project. 15 COMMISSIONER BOWDEN: I am going to also 16 make a comment, Commissioner Stigale. I am 17 adamantly opposed to this roundabout. I 18 understand what you are saying. There has to 19 be another way. This was all decided before I 20 became the Commissioner on the Board and I just 21 think there's another way. Yes, the traffic is 22 bad. It's bad all over Aston Township. 23 A roundabout in this facility is the 24 people coming in and out of the Community LORRAINE EVANS 42 1 Center, if you're going straight across or 2 making a left, that's when it's dangerous. The 3 children are crossed by a crossing guard there 4 daily. There are no problems up there daily. 5 The speeding is not going to be solved by a 6 roundabout. The traffic is not going to be 7 solved by a roundabout at that corner. 8 You're taking away the property which 9 there is no property to be taken from the Holy 10 Family, St. Joe's area. A little bit from 11 Meineke and the rest is from the Community 12 Center. We have to think about another way 13 besides a roundabout, that's why I am voting 14 no. 15 COMMISSIONER HIGGINS: I'll make a comment 16 also. I think Township Engineer Viscuso can 17 echo what I am saying. If you look into all 18 the facets that make up a roundabout, the 19 roundabout itself and leading into it and 20 leading away from it, coming up over the hill, 21 if I am coming out of Donnelly Avenue next to 22 Holy Family School, and there's traffic coming 23 up the hill, it goes over the top of the hill 24 and it's on you before you even know it. LORRAINE EVANS 43 1 A woman from St. Joseph's a couple years 2 back got winged by a car coming up over the 3 hill. She couldn't get across the street fast 4 enough. If you look to the left, you can try 5 and go left, go right or cross, doesn't matter 6 which way, the cars come around the corner by 7 the Iron Workers very fast. I don't know if 8 it's 60, but it's pretty fast. In both 9 directions leading into a roundabout, there's 10 adequate signage to slow traffic down. They 11 have to slow down because when they reach the 12 roundabout entrances, they are almost forced to 13 because of going around. 14 This is not a circle. A circle is this 15 (indicating), a roundabout is this 16 (indicating). It's not like in New Jersey. 17 There's been no traffic fatalities in 18 roundabouts in Pennsylvania, am I correct? 19 MR. VISCUSO: Nationally a roundabout is 20 preferred. 21 COMMISSIONER HIGGINS: So you almost have 22 to slow down coming up to the roundabout. If 23 you put a traffic signal there, there's going 24 to be slamming on of brakes for vehicles to LORRAINE EVANS 44 1 stop the way they come around the corner. But 2 there's adequate signage and other calming 3 methods to slow traffic down when it comes up 4 to that roundabout. Maybe Joe could explain a 5 little bit more what I'm saying. 6 MR. VISCUSO: Only thing I will add, the 7 roundabout is the traffic calming solution of 8 choice by PennDOT. They much prefer and, in 9 fact, you have to prove that a roundabout will 10 not be a solution in lieu of a traffic signal. 11 Traffic signal would not be good, my 12 opinion, would not be a good solution here 13 because of the amount of traffic coming from 14 the Community Center at certain events where 15 you have lots and lots of cars at one time. As 16 you said, the blind spot coming up over the 17 hill. 18 The fact of the matter is PennDOT has 19 already, for all intense and purposes, approved 20 this project. They are basically funding it. 21 It's the solution that they prefer at this 22 intersection. That's how we got -- we actually 23 went through this paperwork a couple years ago, 24 but -- because we were awarded the grant to do LORRAINE EVANS 45 1 two roundabouts, one here and one at McIntyre 2 Drive. The Commissioners wanted to, because of 3 the amount of funding wasn't sufficient to do 4 both of them, Commissioners decided to do the 5 single one at the Community Center driveway. 6 This is, for all intents and purposes, 7 we're sort of re-approving something that was 8 already approved. We are devoting the funds 9 solely to the single intersection. 10 COMMISSIONER HIGGINS: The other thing I 11 want to say, with the exception of Commissioner 12 McGinn, because this is only his second or 13 third meeting since coming on, everybody else 14 has had an opportunity here to express this at 15 work sessions. And there's been very little 16 discussion about the pros and cons and where 17 the problems are. There's been some discussion 18 but hasn't been anything down and dirty nitty 19 gritty that I remember. I am going to vote for 20 it. 21 COMMISSIONER BOWDEN: I want to answer 22 your comment, Mr. Higgins. I have addressed 23 this numerous times that I am not in favor of 24 this roundabout, and I am addressing it LORRAINE EVANS 46 1 publicly tonight. I want to make that clear. 2 PRESIDENT STIGALE: Mr. DeVuono, poll the 3 board. 4 COMMISSIONER McGINN: Lastly from a 5 comment standpoint, I don't disregard the 6 safety in terms of that area. I cross the 7 street every Sunday for church, cross my kids, 8 my kids all go to that school and so obviously 9 if I felt it was a safety imperative and a 10 roundabout was the only solution, I would be 11 very much in favor and a champion of it. I 12 look for the opportunity, as Commissioner 13 Higgins said, I haven't been on the board in 14 terms of initial approval. I'm coming in late 15 to the game and I fully acknowledge that, so 16 trying to make that known, but look in terms of 17 alternatives and what other opportunities are 18 before we make this investment. And while it 19 would be a significant grant, it's an 20 investment for the township in the 500, 600 21 thousand dollar range. I can say probably the 14 Switch games are easier to convince my kids to 15 take out than a new book over the summer. 16 Speaking of the theme with efforts with 17 Nancy, Fred and the whole Board for Parks and 18 Recreation, I think I'm very happy that Camp 19 Rainbow will move forward. Keep moving day to 20 day, week to week to a sense of normalcy and 21 it's great to have options and opportunities 22 for kids to get outside in the sunshine and 23 fresh air and have fun during the summer. 24 Thirty years of service, I think there's a LORRAINE EVANS 51 1 theme this month, Russ, congratulations, thanks 2 for all you do for the township. 3 Also want to recognize somebody else in 4 the audience, Joe Hart and Frannie Miles, who 5 isn't here, going on the theme of folks and the 6 dedication of 30 years, it's a lot of time and 7 a lot of service to put in at a job and a 8 community. For those that don't know, Joe and 9 Fran were recognized at Aston Valley Baseball 10 Opening Day for all their years of service. 11 How many years specifically for you, Joe? 12 MR. HART: Twenty-eight for me, and Fran 13 is 34. 14 COMMISSIONER McGINN: They average up to 15 30. That's where the theme is and when you 16 think of how many kids come through the leagues 17 and it's just a kind of a steady story. 18 You have Butch Ryan's name and all the 19 efforts he did with Aston over the years, 20 that's what made Aston Aston. I know a lot of 21 folks on the Board now at Aston Valley, sports 22 leagues look at that, and it's something to 23 look up to and lead in terms of being part of 24 the community moving forward and helping give LORRAINE EVANS 52 1 back. So thank you guys both for being here 2 and for all you do and everyone else in the 3 township who helps provide the services for the 4 community. And beautiful the way it is. 2 And Russ, I don't know if you'll make 30 more. 3 The wife probably would like you to make 30 4 more. You're not at home. Again, 5 congratulations, Russ. 6 PRESIDENT STIGALE: Leaves me. One cold 7 day in December I called Russ, who used to live 8 in my development. I said, Russ, want to come 9 over and play some ice hockey? He said where? 10 I said on Judy Way. Needless to say, within a 11 half hour he was there and the place was 12 de-iced. That's the kind of character he is. 13 Heart of gold and really really has a passion 14 for his job, and the residents of Aston. 15 That's the key. He likes his guys that work 16 with him. He really loves the people. There's 17 many times somebody forgets to put the trash 18 out or something happened and he gets a phone 19 call, he's got somebody there. He looks out 20 for the residents. 21 In a Community that Cares, that's the kind 22 of person you need leading that department. 23 Russ, honestly, I'd give you a citation every 24 week.
