Bruce W. Reimer. Mr. 11 Reimer was age 70 at the time of his passing on 12 April 21st, 2021. Bruce was a long time 13 resident of Aston Township and employee of the 14 Aston Township Public Works Department for over 15 28 years. Bruce held many duties but will be 16 always remembered as the guy who drove the big 17 street sweeper and kept the streets clean, much 18 to the joy of our residents. 19 Bruce enjoyed fishing, golfing, tending to 20 his garden, as well as making wine. And I can 21 attest to the quality as he shared a bottle of 22 red and white vintage with me, and it was good. 23 And believe it or not, he was also a baker. 24 Mr. Reimer will always be remembered as a LORRAINE EVANS 3 1 most loving and caring person. He was one of 2 our own, and I know that I speak for his 3 Township family in expressing condolences to 4 his wife and children and the entire Reimer 5 family. May he rest in peace. The "ayes" have it. 5 (Whereupon, all Commissioners 6 present vote "aye.") 7 PRESIDENT STIGALE: We are honored tonight 8 to have a Proclamation for a very hard working 9 group of people. 10 Township of Aston, Delaware County, 11 Pennsylvania Proclamation. 12 Whereas, the Board of Commissioners wishes 13 to honor Rachel McCullough, Karen Micka, 14 Cadance Kelso and Magisterial District Judge 15 Diane Holefelder on the ceremony held to 16 commemorate the 19th amendment on August 26, 17 2020; and 18 Whereas, the ceremony was held at the 19 Aston Township Memorial Garden to honor the 20 100th anniversary of the 19th Amendment which 21 granted women the right to vote; and 22 Whereas, the ceremony consisted of a 23 wreath laying, speeches and a bell ringing. 24 The bell ringing signified and paid homage to LORRAINE EVANS 5 1 the bell that would travel with the American 2 Suffragettes on their campaign. This bell was 3 chained up so as it would not ring until women 4 were granted the right to vote; and 5 Whereas, it was not until August 26, 1920 6 after more than 70 years of marching in masses, 7 picketing the White House, personal hunger 8 strikes and more that women in America won the 9 right to vote; and 10 Whereas, the 19th amendment moved the 11 country to a more inclusive democracy; and 12 Now, therefore, be it proclaimed that 13 Aston Township, does hereby honor The Aston 14 Township Historical Society and the Traveling 15 Women's History Museum. 16 Duly proclaimed this 19th day of May, 17 2021. We appreciate 9 the Board of Commissioners doing this. Rachel, 10 for a long time, I believe it started in high 11 school -- I just appreciate the Commissioners 12 doing this. It's more about Rachel and the 13 youth being involved in history. Rachel not 14 being here is a shame. I believe she started 15 the Traveling Women's History Museum when she 16 was in high school, started as a high school 17 project, and in this suitcase she has different 18 outfits and then acts as that person. It's 19 really sad that she's not here. I know she 20 appreciates the Proclamation. 21 I appreciate the Commissioners 22 understanding that now we're at 101 years. At 23 the 100th year it was very important that the 24 19th Amendment was ratified. Women were given LORRAINE EVANS 7 1 the right to vote. More importantly a lot of 2 women still were suppressed at the voting, 3 especially women of color. We have progressed. 4 We still have things to learn and places to go. 5 Thank you very much. 6 (Applause) 7 PRESIDENT STIGALE: Another announcement 8 to make. The Board of Commissioners met in 9 executive session on May 11, May 12 and just 10 prior to this evening's meeting in order to 11 discuss the personnel issue. I would like to 12 move onto Committee Reports. Commissioner 13 Dougherty. 14 COMMISSIONER DOUGHERTY: I have two 15 reports. The first is the police report for 16 incidents that occurred in April, 2021. Total 17 incidents handled 562, accident investigations 18 36, criminal investigations 30, criminal cases 19 cleared 11. 20 And now onto the Treasurer's report. 21 Total cash in the general fund as of April 30, 22 2021, $5,817,445.02. Other funds include the 23 TD Bank fund checking account with a balance of 24 $6,219,119.74, the TD Bank matching grant LORRAINE EVANS 8 1 checking account with a balance of $409,865.72. 2 The TD Bank capital checking account with a 3 balance of $724,008.29, and the TD Bank liquid 4 fuels checking account with a balance of 5 $566,328.16. 6 The total cash balance for the Township as 7 of April 30, 2021 is $14,025,050.47, and that 8 concludes my report. 9 PRESIDENT STIGALE: Thank you, 10 Commissioner Dougherty. Commissioner 11 Prendergast. 12 COMMISSIONER PRENDERGAST: Thank you, 13 Commissioner Stigale. Memorial Day trash 14 schedule. The Aston Township Offices and 15 Public Works Department will be closed Monday, 16 May 31st, 2021 in observance of the Memorial 17 Day holiday. 18 All Monday's trash and recycling will be 19 picked up on Tuesday, June 1st, along with 20 Tuesday's regular trash. 21 I'll read the Road Foreman Activity 22 Report. The following report highlights the 23 main activity of Public Works Department which 24 consists of Director of Public Works Russ LORRAINE EVANS 9 1 Palmore and the Highway Department. 2 All metal was picked up throughout the 3 township. The metal was taken to International 4 Scrap in Chester, PA. This is always picked up 5 the first full week of the month on the 6 resident's normal trash day. 7 All vehicles were maintained and serviced. 8 Ninety-five percent of maintenance and repairs 9 on vehicles are completed in-house by the 10 Highway mechanics. 11 Tim Wiest reported all street light issues 12 to Lenni Electric for replacement or repair. 13 All street lights throughout the township have 14 been converted to LED. 15 All Township parks had branches and trash 16 picked up by the Highway Department. Vincent 17 Serlucco serviced all grass cutting equipment 18 for the upcoming season. All small engine 19 repairs are completed in-house, saving our 20 township money. 21 Bill Sarosy and Tim Wiest reviewed and 22 recorded all 811 call sheets. Approximately 23 200 call sheets were sent to our Director of 24 Public Works this month. These call sheets LORRAINE EVANS 10 1 show where people and businesses plan to dig in 2 our Community to prevent machines and people 3 from damaging our electric, gas and storm water 4 systems. Each system is marked by that service 5 provider at least three days prior to date 6 allowed to dig. 7 The Township is responsible for all storm 8 water systems. These systems are marked with 9 green paint. Each service has its own color 10 representing the location and type of service 11 underground. 12 The Dutton Mills Road Project, which is a 13 broken storm water pipe located near Turner 14 Industrial Way, (Ice Works), is a PennDOT 15 project. All State roads are repaired and 16 maintained by the state. A State road is 17 defined as a road that connects one township to 18 another. PennDOT stated that they expect the 19 project to be completed by Monday, May 17th. 20 The Highway Department installed two new 21 eight inch plastic pipes from existing inlet at 22 Aston Middletown Little League field. This 23 should help with water lying on and around the 24 field. LORRAINE EVANS 11 1 The Highway Department mulched Woodbrook, 2 Poore and Fisher Parks. They also mulched the 3 flower gardens and islands throughout the town. 4 The department also began crack sealing 5 our roads and the Community Center parking lot. 6 The crack sealing will terminate on May 14th. 7 The department filled 58 holes using one 8 ton of cold patch asphalt. 9 Our Sanitation Department picked up 83.35 10 tons of recycling in the month of March. 11 Recycling complaints have decreased, 12 thankfully, and recycling weights have 13 increased. I don't mind answering the phone 14 now. Six hundred five point seventy-three tons 15 of residential waste was also picked up this 16 month by our Sanitation Department. 17 Remember that the first full week is Metal 18 and Appliance Week and Branch pickup. Anything 19 that can burn can be put out on your curb for 20 trash anytime. I have 8 the Permits and Licenses Report dated May 4, 9 2021. Following is a report for the Permits 10 and Licenses issued for the month of April, 11 2021. Beginning balance, $526,238.00. Total 12 income from building permits and general 13 contractors licenses, $13,391.00, total 14 electrical permits and licenses, $925.00, total 15 plumbing and heating permits and licenses, 16 $4,424.00, income from Board of Health 17 licenses, $2,400.00, income from peddlers and 18 vendors permits, $1,500.00. There was no 19 income from Commercial Maintenance Inspection. 20 Income from Certificates of Occupancy, 21 $2,350.00, income from rental licenses, 22 $375.00. Total revenue collected for the 23 month, $25,365.00. Total for 2021, 24 $551,603.00, compared to a year ago, LORRAINE EVANS 13 1 $83,634.00. Fire calls 60, year to 6 date 228, EMS calls 165, year to date 573, 7 total calls 225, year to date 801, monthly 8 drills five, year to date 12. This is consider a motion to amend 14 Chapter 1860.06 to provide more specific 15 penalties for littering. 16 Township of Aston, Delaware County, 17 Pennsylvania Ordinance 1012. 18 An Ordinance of the Township of Aston, 19 Delaware County, Pennsylvania to amend the 20 provisions of Aston Township codified Ordinance 21 Chapter 1860.06 to provide more specific 22 penalties for littering violations. 23 Whereas, the Aston Township Board of 24 Commissioners previously adopted regulations LORRAINE EVANS 17 1 governing littering, as set forth in Chapter 2 1860.06 of Aston Township's Codified Ordinance; 3 and 4 Whereas, the current regulations do not 5 provide for a specific penalty for littering 6 violations; and 7 Whereas, the Aston Township Board of 8 Commissioners believe that providing a more 9 specific penalty, which is commensurate with a 10 littering violation, is in the best interest of 11 the health, safety and welfare of the residents 12 of Aston Township. 13 Now, therefore, be it resolved this 19th 14 day of May, 2021, that Chapter 1860.06 of the 15 Aston Township Codified Ordinances, entitled 16 Littering is hereby amended to as follows: 17 No person shall throw or place or be a 18 party to any throwing or placing of any papers, 19 bottles, cans, grass clippings or other rubbish 20 or waste materials on any lawn, vacant lot, 21 public areas, sidewalk, streets or public 22 highway in the Township. 23 Whoever is found guilty of this section 24 shall be issued a minimum fine of $50.00, cost LORRAINE EVANS 18 1 of restitution and sentenced to eight hours of 2 community service. For each subsequent 3 conviction, a minimum fine of $75.00, cost of 4 restitution and a minimum of 25 hours of 5 community service shall be assessed. Notice to 6 Offender is not necessary in order for 7 offender's actions to constitute an offense 8 under such section. 9 Effective date: This Ordinance shall be 10 effective 10 days from the date of adoption. 11 Repealer: Any prior ordinance or parts 12 thereof inconsistent with this ordinance are 13 hereby repealed. 14 Severability: The provisions of this 15 ordinance and code sections adopted hereby are 16 severable, and if any clause, sentence or 17 section thereof shall be adjudged invalid or 18 unconstitutional, such decision or judgment 19 shall not affect the validity of the remaining 20 provisions. 21 Aston Township, Commissioner James M. 22 Stigale, attested to by acting township 23 secretary Kelly Ann Pippin. The "ayes" have it. 10 (Whereupon, all Commissioners 11 present vote "aye.") 12 PRESIDENT STIGALE: Line item B, consider 13 a motion to repeal Chapter 680.01. 14 Commissioner Berry. 15 COMMISSIONER BERRY: Consider a motion to 16 repeal Chapter 680.01. 17 Township of Aston, Delaware County, 18 Pennsylvania Ordinance 1013, Ordinance of 19 Township of Aston, Delaware County, 20 Pennsylvania to repeal Ordinance 160, Chapter 21 680.01, air guns, bow and arrow. 22 Whereas, the Board of Commissioners, 23 Township of Aston, Delaware County, 24 Pennsylvania previously adopted Ordinance 160, LORRAINE EVANS 20 1 Codified as Chapter 680.01 of the Aston 2 Township Codified Ordinance, which prohibited 3 the possession, use, storage and sale of air 4 guns, air pistols, spring guns, bows and arrows 5 or any implement, not a firearm, which impels 6 or is designated or intended to impel, by 7 force, a pellet or other missile designated to 8 be shot from a bow, and 9 Whereas, since the adoption of this 10 Ordinance in 1956, the Township's interest in 11 prohibiting those types of weapons has changed. 12 Now, therefore, be it resolved, this 19th 13 day of May, 2021, by the Aston Township Board 14 of Commissioners, Delaware County, 15 Pennsylvania, that Ordinance 160, Chapter 16 680.01 of the Aston Township Codified 17 Ordinance, is hereby repealed. 18 Effective date: This Ordinance shall be 19 effective immediately. 20 Repealer: Any prior ordinance or parts 21 thereof inconsistent with this ordinance are 22 hereby repealed. 23 Severability: The provisions of this 24 ordinance and code sections adopted are LORRAINE EVANS 21 1 severable, and if any clause, sentence or 2 section thereof shall be adjudged invalid or 3 unconstitutional, such decision or judgment 4 shall not affect the validity of the remaining 5 provisions. 6 Attested to by Kelly Ann Pippin, assistant 7 township manager, Aston Township Board of 8 Commissioners, James M. Commissioner Bowden. 24 COMMISSIONER BOWDEN: I would like to LORRAINE EVANS 22 1 announce, Camp Rainbow is a wonderful summer 2 opportunity brought to you by the Commissioners 3 of Aston Township and the Recreation Committee. 4 It is open to all Aston Township residents who 5 will be entering first grade through fifth 6 grade in the fall. 7 Camp Rainbow will be held every Monday 8 through Friday, 9:00 a.m. to 12:00 p.m. 9 beginning the week of June 21st and run through 10 July 30th for a total of six weeks. 11 Registration will take place at the 12 township municipal building beginning Monday, 13 June 7, during regular business hours, which 14 are 8:00 a.m. to 4:30 p.m. 15 Flyers and more information are available 16 at the Township building, Township Facebook 17 page and the Township website. I would 22 like to make a motion that the Aston Township 23 Board of Commissioners consider the following 24 resolution. LORRAINE EVANS 23 1 Be it resolved that Aston Township, 2 Delaware County, hereby requests a Greenways, 3 Trails and Recreation Program, otherwise known 4 as GTRP, grant of $68,000.00 from the 5 Commonwealth Financing Authority to be used for 6 the West Branch Trail Feasibility Study. 7 Be it further resolved, that the Applicant 8 does hereby designate Kelly Ann Pippin, 9 assistant township secretary and James Stigale, 10 President of the Board of Commissioenrs, as the 11 officials to execute all documents and 12 agreements between Aston Township and the 13 Commonwealth Financing Authority to facilitate 14 and assist in obtaining the requested grant. The 21 trail is for a feasibility study only, and like 22 Joe said, Greenways Trails and Recreation 23 Program grant and would provide funds to do the 24 proper evaluation, survey, financial LORRAINE EVANS 24 1 practicality, trail use demand and public 2 involvement needs. And all these would be 3 necessary prior to consideration of 4 construction, which could be subject to a 5 future grant too. So everybody understands, we 6 go through a process here. We have determined that we can get 5 a new pipe up and over the sanitary sewer line, 6 which is a good thing. The next step is to 7 begin the design, which we really -- but we'll 8 be in a holding pattern until the grant is 9 reviewed, unless we get other funds. 10 So, I want everybody to understand, the 11 township engineer and the Board is really 12 working to get this done so we can do away with 13 all the nonsence down there that's happening. 14 I wanted to say that. 15 PRESIDENT STIGALE: Any other questions or 16 comments? The 5 roads to be repaved this year are Countyclair, 6 Glendale from Legion to the end of last year's 7 paving, Oakhurst and Mount Road, from Oakhurst 8 to approximately 672 Mount. Paving should 9 commence sometime early June. Over the years she's, probably at 12 least three or four times, she was a 13 co-organizer of the 911 Patriot's Day. She did 14 a fantastic job for a young kid. First of all, I am 20 sitting here because of some of the things 21 she's been involved in. I am proud be a woman 22 sitting on the board with all of you lovely 23 gentlemen. 24 I have a couple of -- from the library. LORRAINE EVANS 34 1 This is their report for the month. Mass 2 patrons may browse the library during the 3 following hours this week: Thursdays 10:00 4 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m, 5 Fridays 11:00 a.m. to 4:00 p.m, Saturday 10:00 6 a.m. to 2:00 p.m. Stays are limited to 20 7 minutes. Patrons will need to park in the 8 upper lot due to the vaccine clinic. Curbside 9 pick up service will continue to be offered 10 during the same times. 11 The second thing I have, I want to remind 12 everybody about our Hometown Heroes Banner 13 Program. It has been extremely popular. Our 14 first group of banners are at the printer at 15 this current moment with the date to be 16 determined when they will be put on to polls 17 along Pennell and Concord Road. 18 So if you're interested in getting a 19 banner for your loved one who served in the 20 military, don't hesitate. Thank you. 5 PRESIDENT STIGALE: Commissioner McGinn. 6 COMMISSIONER McGINN: Just a few things. 7 First, I want to say congrats to Rachel and 8 Judge Holefelder, and everybody else, 101 years 9 seems like a long time but when you do the 10 quick math and think about it, it took 131 11 years to get there. It's a great thing and 12 great that we have folks doing that kind of 13 work in the township. 14 Second, great news. First time hearing of 15 it, Community Day, getting that process 16 started. Great opportunity for getting back to 17 normal. Everyone is itching for that more and 18 more. 19 One of the things in terms of getting back 20 to normal, our local sports leagues, Aston AA 21 Softball, Aston Valley, Aston Middletown, all 22 the parents, residents and folks on the board 23 that have taken the time making sure you had a 24 season. LORRAINE EVANS 36 1 I don't think anyone going in knew what to 2 expect but it's been tremendous. As a dad of 3 kids in all those leagues, I think it's great. 4 And also for the folks playing in the 5 fall, get your kids active, get them involved 6 in the community. I think it's what makes the 7 township great. 8 Also in terms of getting back to normal, 9 just a reminder, for all the procrastinators 10 out there, for folks that are interested in a 11 vaccine but didn't go so far, intimidated by 12 the application process, at this point you can 13 walk up and get a vaccine. If that's what's 14 been holding you back, you have that 15 opportunity at the Aston Community Center. 16 Don't forget to do that. 17 And lastly, Commissioner Higgins, I 18 appreciate your comments. One of the things to 19 note from folks listening in or watching the 20 meeting today, when you think of grants and 21 applications, it's important because one of the 22 things we are tasked to do is try to make the 23 township as best we can and also do it on a 24 budget. So a way we can do that is finding LORRAINE EVANS 37 1 money, and Joe Viscuso and everybody else on 2 the staff and the Commissioners, in terms of 3 making that possible, it's extremely important, 4 and all the things we have applied for have a 5 real need in the township. So hopefully we'll 6 get there. 7 I am really excited and hopefully we'll 8 have success with some of the applications we 9 have to address storm water needs, Parks and 10 Recreation and basically Greenways. So, thank 11 you and that's all I have. 12 PRESIDENT STIGALE: Thank you. Ms. 13 Naughton-Beck. 14 MS. NAUGHTON-BECK: I have nothing. 15 PRESIDENT STIGALE: Mr. Viscuso. 16 MR. We just need PennDOT approval. 21 PRESIDENT STIGALE: Usually they post 22 signs to move your vehicle off the road prior 23 to them coming. 24 MR. VISCUSO: Each street will be notified LORRAINE EVANS 38 1 prior to. As soon as I have a schedule which 2 roads when, I will send it on to the 3 Commissioners. 4 PRESIDENT STIGALE: Thank you. I would 5 like to also thank Rachel, wonderful job, and 6 again, she deserved every Proclamation or 7 announcement I can make to pat her on the back. 8 She does great work and I just want to make 9 sure she was recognized, along with the 10 Historical Society. They put a lot of effort 11 on their own free time to make sure that the 12 history of Aston is still up and running and 13 people can see it. It's on display at the 14 Community Center. 15 And speaking of Community Center, the 16 Board will be making decisions moving forward 17 about how to open that facility, as 18 Commissioner McGinn mentioned. Numbers are 19 coming down, vaccinations are there. Again, 20 please try to take advantage of it. We are 21 trying to get Aston back to normalcy, and 22 that's one of the things we would like to do. 23 Right now we can't open the Community Center 24 because of the vaccination, which, I have no LORRAINE EVANS 39 1 problem, that's what it's there for, and with 2 the start of Camp Rainbow, we'll try to get 3 back to normalcy. 4 Again, take advantage. Short window for 5 vaccinations at the Community Center, so please 6 take advantage of that.
