Willoughby. Our condolences go out to Bob's wife Jacque', his daughters Wendy and Jodi, and son-in law, David. Bob was appointed commissioner of the 4th ward in October 1999 when he filled the unexpired term of Commissioner Bill Welch. He was then elected and served as 4th ward commissioner until 2006.
